  • May be prosecuted if found carrying any prohibited or controlled items without a valid licence or permit, and the items will be confiscated.
  • May be prosecuted if found in possession of large amounts of cash-like items without making a declaration, and the items may also be confiscated.

Common categories of imported goods #

Given the wide variety of products available, we recommend checking the Hong Kong Customs enquiry website before arrival to verify whether your items are permitted entry. The following is a partial list of commonly carried or mailed import goods and does not imply that they are legally importable.

Many customers ask us: they previously mailed food and medicine via China Post sea or air freight without any issues โ€” so why can’t they send the same items through our consolidation service?

Firstly, China Post does not proactively declare goods โ€” the Universal Postal Union clearance process means postal parcels have a relatively lower chance of being inspected by Customs. Secondly, some freight forwarders do not make truthful declarations on behalf of customers in order to ship more parcels. If you mail goods that are not permitted for import, Customs will detain your items and send you a notification of seized prohibited goods โ€” the letter will state what was seized and why. If you can provide the relevant import permits and approvals, Customs will release the goods. If you cannot, the recipient will bear the responsibility and consequences of mailing prohibited items; the sender generally cannot be held liable.

Can I carry or mail alcohol to Hong Kong? #

Passengers aged 18 or above may bring into Hong Kong, duty-free, 1 litre of alcoholic beverages with an alcoholic strength of more than 30% by volume measured at 20 degrees Celsius, for their own personal use.

Passengers holding a Hong Kong Identity Card must have departed Hong Kong for no less than 24 hours before they are entitled to the above exemption quantity.

Failure to declare alcoholic beverages may result in penalties, prosecution, or cancellation of your visa. The consequences will depend on the quantity of undeclared excess alcohol or goods found on your person.

Can I carry or mail cigarettes to Hong Kong? #

None of Ebaoguo’s warehouses have any channel available to mail tobacco products to Hong Kong.

Passengers aged 18 or above may bring into Hong Kong, duty-free, the following tobacco products for their own personal use:
  • 19 cigarettes; or
  • 1 cigar, or if more than 1 cigar, a total weight not exceeding 25 grams; or
  • 25 grams of other manufactured tobacco

If you exceed the limit, you must declare and pay the applicable customs duty and excise tax on the excess amount. Failure to declare or carrying tobacco in excess of the permitted quantity may result in penalties, prosecution, or cancellation of your visa. The consequences will depend on the quantity of undeclared excess tobacco or goods found on your person.

Restricted and prohibited items #

The Hong Kong SAR Government strictly regulates the import and export of all prohibited and controlled items.

Common prohibited and controlled items include dangerous drugs, psychotropic substances, controlled chemicals, antibiotics, firearms, ammunition, weapons, fireworks, strategic commodities, rough diamonds, animals, plants, endangered species, telecommunications equipment, game, meat, poultry, eggs, and infant formula.

Passengers who bring any of the above items into or out of Hong Kong SAR without a valid licence, permit, health certificate, or written authorisation may be prosecuted, and the items will be seized and confiscated.

The penalties imposed on passengers found carrying prohibited or controlled items will depend on the relevant legislation governing the import and export of such items.
