When entering Japan, crew members on your flight or cruise ship will provide you with an Incoming Passenger Card. Please make sure to mark “Yes” or “No” to declare whether you are carrying certain foods, plant materials, or animal products.

Common categories of imported goods #

Due to the wide variety of products, we recommend checking the Japan Customs search tool before arrival to see whether your items are permitted entry. The following is a partial list of commonly carried or mailed goods — it does not mean they are all legally importable.

Many customers ask us why they were able to mail food and medicine via China Post sea or air freight without any issues, yet our consolidation service cannot ship the same items.

Firstly, China Post does not proactively declare goods — the Universal Postal Union clearance method means postal parcels have a lower chance of being inspected by customs. Secondly, some forwarding agents do not declare goods truthfully in order to ship more parcels. If you mail goods that are not permitted for import, customs will seize your items and send you a notice of prohibited goods seizure, stating what was seized and why. If you can provide the relevant import permits and approvals, customs will release the goods. If you cannot, the recipient bears the responsibility and consequences of mailing prohibited items — the sender is generally not held liable.

All warehouses under Ebaoguo Global Forwarding manually open and inspect parcels upon receipt. While this takes time, we do our utmost to comply with the laws and regulations of all import and export countries, in the interest of long-term sustainable operations.


Can I carry or mail alcohol to Japan? #

If you are 18 years of age or older, you may bring 3 bottles of alcoholic beverages (up to 760ml each) into Japan duty-free, whether you are a passenger or crew member. All alcoholic beverages in your carry-on luggage fall under this category, regardless of where or how they were purchased.

If you exceed Japan’s duty-free allowance, customs duties and taxes will apply to all items in that category (general goods, alcohol, or tobacco) — not just the amount over the limit.

If you have any items exceeding the duty-free allowance, please declare them and provide proof of purchase to customs so that any applicable duties and taxes can be calculated.

Failure to declare alcoholic beverages may result in penalties, prosecution, or cancellation of your visa. The consequences will depend on the quantity of undeclared excess alcohol or goods found on you.

Can I carry or mail tobacco products to Japan? #

Japan Customs allows a maximum of 200 cigarettes, or 50 cigars, or 250g of tobacco products to be carried in.

Failure to declare tobacco or carrying more than the permitted quantity may result in penalties, prosecution, or cancellation of your visa. The consequences will depend on the quantity of undeclared excess tobacco or goods found on you.

It is possible to mail tobacco to Japan — up to two cartons of cigarettes. However, we do not offer this service!

Can I carry or mail medicine to Japan? #

None of Ebaoguo’s warehouses have any channel available to mail medicine to Japan.

Japan allows individuals to bring in up to a two-month personal supply of medicine. For topical medicines (excluding poisons, lethal poisons, medicines requiring special instructions, oral preparations, and suppositories), up to 24 standard-sized units per item are permitted.

In addition, any product containing specified pharmaceutical ingredients that is sold overseas with advertising claims of enhancing brain function or other psychoactive effects may not be imported, unless its use is in accordance with a doctor’s prescription or instructions. However, foreign visitors are permitted to bring such medicines into Japan for self-treatment during their stay.

Food and Beverages #

Any food provided on the plane should be left on board or disposed of in the bins provided at the entry point. If a quarantine officer finds undeclared meat products or other livestock products in your carry-on luggage, the person carrying them will be subject to penalties. Japan’s penalties are very strict — forgetting to declare can cause serious trouble. Therefore, we do not recommend carrying or mailing meat-based food products into Japan. Japan has strict biosecurity procedures. Under Japan Customs requirements, certain foods brought into Japan — particularly meat, eggs, and dairy — must be declared. This covers items in any form, including fresh, chilled, frozen, or heat-processed products.

Under Japan’s Domestic Animal Infectious Diseases Control Law, bringing livestock products into Japan without undergoing an import inspection may result in imprisonment of up to 3 years or a fine of up to 1,000,000 yen.

Japan has very strict controls on meat. In principle, meat can be cleared through customs, but it must be declared and pass quarantine inspection. To save you time, we have compiled a summary of common food import restrictions based on Japan Customs regulations and our own understanding.

Meat Products

2. The ingredient list must show flour as the primary ingredient (recommended at 78% or above)
3. Ingredients may include milk, sugar, vitamins, etc., but only in small quantities.

Cheese, Butter, and Dairy Products

Eggs, Quail Eggs, etc.

1. Must be shelled
2. Boiled in boiling water
3. Disinfected in brine with preservatives added

Chocolate and Confectionery:

You may bring commercially packaged chocolate or confectionery into Japan as a personal import
Chocolate and confectionery must not contain meat products, such as bacon

Seafood and Fish Products

1. Must have an ingredient and composition list.
2. Frozen minced fish (mackerel family) with head and viscera removed, sugar content 10%, concentrated phosphate content 0.2%.
3. Mixed frozen seafood, including 400g of prawns (blanched for sterilisation and colouring purposes), 300g of squid (sliced, blanched in the same manner) and 300g of Manila clams (cooked and shelled), packed in plastic bags.
4. Herring fillets without roe, cold-air dried to approximately 50% moisture content.

Pet Food

1. All imported pet food, including rawhide and other dog chews containing meat or meat products (such as beef, lamb, chicken, meat and bone meal, and other animal-derived ingredients), must obtain AVS approval before being imported into Singapore. Importers of pet food must attach a health certificate from the veterinary authority of the exporting country with their shipment.

2. Individuals travelling to Singapore without an AVS import permit may only carry a limited quantity of pet food containing meat and products from approved sources or countries/regions. Visitors may carry up to five bags of dry pet food (up to 20kg) and/or up to five cans or pouches of wet pet food (up to 5kg).

Oils

Vegetable oils and seed oils (including peanut oil, safflower oil, linseed oil, olive oil, and cottonseed oil) may enter Japan. The goods must be clean and free from contaminated seeds, soil, and animal or plant debris before arriving in Japanese territory.

Pet Food

1. All pet food, treats, and chews made from or containing animal- or plant-derived materials require an import permit.
This import permit is not waived due to small import quantities or non-commercial use.
2. Products requiring an import permit include: rawhide chews, pig ears, biscuits, dog food, canned pet food, dried meat strips, and pet “chocolate” drops. Products not accompanied by a valid import permit will be exported or destroyed at the importer’s expense.

Tea and Dried Herbs

1. They are commercially prepared, packaged, and labelled
2. Tea contains only plant-derived ingredients
3. All materials in the tea are thoroughly dried
4. Each item (blend) in the consignment weighs no more than 1kg

Jujubes (Red Dates), Goji Berries, etc.

Generally, jujubes (red dates) are not permitted for import into Australia unless the following import conditions are met:
1. Must be seedless (pitted), with no seeds in the packaging
2. The full botanical name must be provided on the label or invoice
3. The product must be thoroughly dried

The following are restricted products — please take note!

1. Perfume: The carry-in limit is approximately 57ml. For mailing enquiries, please contact our customer service team.

2. Baby and infant products: Such as prams, baby toys, and feeding bottles. Japan has very strict controls on these items, which must pass inspection to confirm that toxic substance levels are within permitted limits.

3. Electric toys: All electric toys entering Japan must carry a safety mark to clear customs.

4. Timber products: Require 24 hours of fumigation treatment. Timber used for packaging purposes may be exempt from fumigation, provided it meets the following specification:

Plywood composed of layers, manufactured as follows: 11 layers of 1.3–1.4mm thick laminate, bound and cut to standard dimensions.

5. Live animals: Must be declared in advance and pass quarantine inspection.

The following are prohibited products — be warned!

Step 2: You can purchase products from any website in mainland China and have them shipped to the address we assign to you

Step 3: Once your parcels arrive at the Ebaoguo China warehouse, they will be logged into your parcel list

Step 4: Once all parcels have arrived, you can submit a shipping request from your parcel list, fill in your Australian address and goods declaration, and select any additional services

Step 5: After the China warehouse has packed your order according to your instructions, you will receive a payment notification

Step 6: Once payment is confirmed, we will dispatch your goods on the next available loading date
