To balance passenger clearance efficiency with baggage inspection requirements, Customs operates a Red Channel (declaration required / customs enquiry) and a Green Channel (nothing to declare). Details are as follows:

(1) Red Channel (Declaration Required / Customs Enquiry):

Passengers who have items to declare must proceed through the Red Channel (Declaration Required / Customs Enquiry) after collecting their checked baggage, complete a Republic of China Customs Declaration Form (hereinafter “Declaration Form”), and declare their items to Customs to avoid penalties for non-compliance.

If you have any doubts about the clearance process, please proactively approach the Red Channel (Declaration Required / Customs Enquiry) counter for assistance, to avoid penalties for non-compliance.

(2) Green Channel (Nothing to Declare):

Passengers with nothing to declare may proceed directly through the Green Channel (Nothing to Declare) without completing a Declaration Form.

Passengers who choose the Green Channel are deemed to be carrying no items that require declaration.

(3) Baggage Inspection:

Customs may inspect the baggage and belongings of arriving passengers and any associated persons present. If items are found to have been “falsely declared” or “not declared”, Customs will proceed directly in accordance with the Customs Anti-Smuggling Act or relevant regulations.

Do not carry items on behalf of others. If prohibited items are found by Customs, the passenger in possession of those items will be held responsible for them.

Please clear Customs together with accompanying family members or undergo inspection together to avoid complications arising from individual over-carrying.

Passengers directed by Customs for inspection are required to carry, open, and repack their own baggage for inspection. If you have special needs, please inform Customs officers so they can assist.

(4) Held for Processing:

If Customs is unable to clear declared baggage items on the spot, the items may be temporarily stored in a Customs warehouse. The passenger or their authorised representative must present the relevant documents within 1 month from the day after arrival to complete duty payment and collection, or arrange for return shipment (see the “Held for Processing” section for details).

Goods that must be imported under a company name and require a formal import declaration should be processed through the above held-for-processing procedure and formal customs clearance.


Common Categories of Imported Goods #

Given the wide variety of products available, we recommend checking the Taiwan Customs enquiry website before arrival to verify whether your items are permitted entry. The following is a partial list of commonly carried or mailed imported goods and does not imply that they can be legally imported.

Many customers ask us: they previously mailed food and medicine via China Post sea or air freight without any issues — so why can’t they send those items through your consolidation service?

Firstly, China Post does not proactively declare shipments. The Universal Postal Union (UPU) clearance process means postal parcels have a relatively lower chance of being inspected by Customs. Secondly, some forwarding agents do not accurately declare goods on behalf of customers in order to ship more parcels. If you mail goods that are not permitted for import, Customs will seize your items and send you a notice of prohibited goods seizure, informing you of what was seized and why. If you can provide the relevant import permits and approvals, Customs will release the goods. If you cannot, the recipient will bear the responsibility and consequences of mailing prohibited items — the sender generally cannot be held liable.

Can I Bring or Mail Alcohol to Taiwan? #

※ From 1 January 2021, the penalty amounts for passengers arriving with undeclared tobacco and alcohol in excess of permitted quantities have been revised. Passengers carrying tobacco or alcohol above the duty-free limit must proceed to the Red Channel (Declaration Required / Customs Enquiry) to declare.

※ Carrying tobacco and alcohol products into Taiwan is restricted to passengers aged 20 or above. The duty-free allowance (no declaration required) is a total of 1 litre.

If you have any items exceeding the duty-free allowance, please declare them and provide proof of purchase to Customs so that any applicable duties and taxes can be calculated.

Failure to declare alcoholic beverages may result in penalties, prosecution, or cancellation of your visa. The consequences will depend on the quantity of undeclared excess alcohol or goods found on your person.

Can I Bring or Mail Cigarettes to Taiwan? #

None of Ebaoguo’s warehouses have any channel available to mail tobacco products into Taiwan.

Taiwan Customs limits on carrying tobacco are: (1) 200 cigarettes, or (2) 25 cigars, or (3) 1 pound of pipe tobacco.

If you exceed the limit, you must declare and pay the applicable customs duty and excise tax on the excess amount. Failure to declare or carrying tobacco in excess of the permitted quantity may result in penalties, prosecution, or cancellation of your visa. The consequences will depend on the quantity of undeclared excess tobacco or goods found on your person.

All Ebaoguo Global Forwarding warehouses will refuse to accept tobacco goods.

In accordance with the “Quantity Limits for Medications Carried by Arriving Passengers for Personal Use” jointly announced by the Ministry of Health and Welfare and the Ministry of Finance, the following applies:
  1. Medications carried by passengers for personal use may not be used for purposes other than personal use.
  2. Medications containing components derived from protected species require prior approval from the competent authority (Council of Agriculture) before being carried into Taiwan. Medications managed as prescription drugs in Taiwan but classified as non-prescription drugs overseas are subject to the quantity limits applicable to non-prescription drugs.

Food and Beverages #

※ Each passenger carrying agricultural, livestock, aquatic, or food products into Taiwan must comply with all applicable regulations simultaneously before entry is permitted.

※ Items exceeding the permitted import scope must be accompanied by an import permit or approval document issued by the relevant competent authority. Passengers must proactively proceed through the Red Channel (Declaration Required / Customs Enquiry) upon arrival and declare to Customs to avoid heavy penalties.

Quantity Limits (including special rules for goods from Mainland China):

In accordance with the provisions of the Schedule to Article 4 of the Examination and Release Regulations, the following applies:

(1) Rice, cooked peanuts, cooked garlic, dried day lily, dried shiitake mushrooms, and tea leaves must each not exceed 1 kg; agricultural, livestock, and aquatic products must not exceed 6 kg in total.

(2) For goods from Mainland China: dried scallops, dried abalone, bird’s nest, and shark fin are each limited to 1.2 kg; agricultural, livestock, and aquatic products must not exceed 6 kg in total; canned goods are limited to 6 cans each; other food items are limited to 6 kg in total.

(3) Items exceeding the above quantity limits must be accompanied by an import licence issued by the Bureau of Foreign Trade, Ministry of Economic Affairs (hereinafter “BOFT”). Passengers carrying rice must also attach an import approval document issued by the Grains and Oilseeds Supply and Marketing Division, Council of Agriculture, Executive Yuan (hereinafter “GOSD”), and present these documents when declaring to Customs.

Food Inspection:

In accordance with announcements by the Ministry of Health and Welfare, the following applies.

(1) Food items (excluding tablet or capsule-form food products) imported by passengers for personal use with a value of USD 1,000 or less and a weight of 6 kg or less are exempt from applying for food inspection with the competent authority — the Food and Drug Administration, Ministry of Health and Welfare (hereinafter “FDA”) — and may be brought in directly.

(2) Items exceeding the above food inspection exemption thresholds must be submitted to the FDA for food inspection. An import permit or approval document issued by the FDA must be obtained before declaring to Customs and bringing the items into Taiwan.


Restricted and Prohibited Items #

You may not bring any of the following items into Taiwan: Restricted and Prohibited Items

1. Narcotics listed under Article 2(1) of the Narcotics Hazard Prevention Act, and controlled drugs used without a doctor’s prescription or for non-medical purposes (e.g. heroin, morphine, opium, cocaine, poppies or poppy seeds, coca, amphetamines, cannabis, cannabis seeds, cannabis or cannabis seed products with a THC content greater than 10 ppm, etc.).

2. Firearms listed under Article 4(2) of the Controlling Guns, Ammunition and Knives Act (e.g. hunting rifles, air guns, spearguns, gas guns, etc.), ammunition (e.g. bullets, explosives, etc.), and bladed weapons (e.g. sharpened samurai swords). This restriction does not apply to items accompanied by a permit from the competent authority and declared to Customs upon arrival.

3. Items that infringe patent rights, trademark rights, or copyright. However, reproductions of copyrighted works imported as part of a passenger’s personal baggage (e.g. audio tapes, video tapes, records, audio-visual discs, computer software, books, and documents legally sold overseas, etc.) are limited to one copy per title per entry.

4. Counterfeit or altered currency, negotiable instruments, and counterfeit currency printing plates.

5. Live animals and protected wildlife and plants and their products — importation is not permitted without approval from the Council of Agriculture (terrestrial animals) or the Ocean Affairs Council (marine animals). For items that are also regulated under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), live specimens or their products — except for personal non-commercial possession, wearing, carrying, inclusion in personal baggage or household relocation, and legally acquired items that do not exceed the quantities and weights specified in the announcement by the Bureau of Foreign Trade, Ministry of Economic Affairs, dated 26 April 2022 (Ref. No. 11104601760), regarding “Scope of Exemption from Attaching CITES Export Permits for Personal Importation of Endangered Species and Their Products” for “non-live specimens and their products of Appendix II species” — are exempt from attaching a CITES export permit issued by the exporting country. Items exceeding the quantities and weights specified in the above announcement, or intended for commercial or other purposes, must be accompanied by a CITES export permit issued by the exporting country and declared to Customs for inspection. 6. Any other items prohibited from importation or entry under applicable laws and regulations.

How to Ship #
