🛃 New Zealand Customs, Duties & Import Rules #

Ebaoguo takes no responsibility for any actions by New Zealand Customs or the Ministry for Primary Industries (MPI), including but not limited to: requests for import permits or documentation, decisions to inspect, imposition of duties or taxes, and decisions to release, detain, or destroy goods. All customs outcomes are independent government decisions.

New Zealand Import Duty & GST #

  • The duty-free threshold is NZD$1,000 (goods value + freight)
  • Goods exceeding NZD$1,000 will attract GST at 15%. Use the NZ Customs Duty & GST Estimator for estimates.
  • Both routes are not duty-inclusive and do not include customs clearance. All New Zealand import duties, GST, customs handling fees, and biosecurity inspection fees are the recipient’s responsibility
  • If your parcel is held by New Zealand Customs, they will contact the recipient directly to request documents or notify them of taxes owed
  • Ebaoguo cannot provide customs documents, liaise with customs on your behalf, or advance or pay any duties or taxes. Any consequences from the recipient’s failure to respond to customs are the customer’s responsibility

Penalties for Prohibited Items #

  • Prohibited items sent to our warehouse: RM300 return handling fee per parcel
  • Prohibited items detected during export screening: fine of no less than 2× the market value of the goods, or a minimum of RM500, whichever is higher
  • Drug-related parcels will be reported to police immediately. Full legal liability rests with the sender.

Understanding the Difference: “Can Be Shipped” vs. “Can Be Imported” #

When we say an item “can be shipped”, we mean the carrier will accept it for export from Malaysia. This does not mean it will be cleared for entry into New Zealand — that is determined solely by NZ Customs and MPI. Please check official New Zealand regulations before you ship:

⚖️ How Chargeable Weight Works #

For air freight, the chargeable weight is the greater of actual weight or volumetric weight.
  • Volumetric weight = L cm × W cm × H cm ÷ 5000
  • Chargeable weight = Max(actual weight, volumetric weight)
Rounding Rules:
  1. Minimum: 1kg. Anything under 1kg is billed as 1kg.
  2. Up to 10kg: rounded up to nearest 0.5kg; over 10kg: rounded up to nearest 1kg. (e.g. 1.3kg → 1.5kg; 10.2kg → 11kg)
  3. Small parcels with actual weight ≤2kg and volumetric weight ≤5kg are billed at actual weight, rounded to nearest 0.5kg.
Example:
  • Parcel actual weight: 4kg; volume: 36×35×30÷5000 = 7.56kg → chargeable weight 8kg

How Are Irregular Parcels Measured? #

① Standard Box: Measured using the external length, width, and height.
② Bulging Box: If the box is deformed or bulging, measurement is taken at the widest/highest point.
③ Irregular Shape: Measured using the smallest rectangular box that can fully contain the item.

Frequently Asked Questions #

Q1: Which route is better — Aramex or Pos Laju EMS?

  • Aramex: Best for general goods. Max 25kg actual / 40kg volumetric per parcel. New Zealand-wide door-to-door. Remote area ODA surcharge may apply.
  • Pos Laju EMS: Max 30kg per parcel. No remote area surcharge anywhere in New Zealand. Postal channel generally clears customs smoothly. Liquids strictly prohibited.

Q2: Will I have to pay GST or customs duty when my parcel arrives in New Zealand?

Both routes are not duty-inclusive. Goods valued under NZD$1,000 (including freight) are generally duty-free, but New Zealand Customs makes the final determination. Goods over NZD$1,000 attract GST at 15%. If duties are assessed, Customs will contact the recipient directly. Ebaoguo cannot pay, advance, or negotiate any taxes on your behalf. Use the NZ Customs Estimator for an estimate.

Q3: Can I send food from Malaysia to New Zealand?

New Zealand’s Ministry for Primary Industries (MPI) enforces strict biosecurity rules. The following are prohibited or heavily restricted:

  • Eggs and egg products, dairy products, freshwater fish, bee products
  • Meat and meat products, corn, fresh fruit
  • Rare plants and animals and their products; medicinal animal products (e.g. bird’s nest, deer antler, bear bile)
  • Live animals or plants, fresh flowers, soil, biological cultures and organisms
Commercially packaged dry goods can generally be attempted, but clearance is at NZ Customs/MPI’s discretion. Always check NZ Customs prohibited items before shipping.

Q4: Can I send health supplements or vitamins from Malaysia to New Zealand?

You can try, but there is a risk of inspection, import permit requirements, or confiscation. All associated costs are the recipient’s responsibility. Products must have English labelling showing ingredients, expiry date, country of origin, and manufacturer. We recommend contacting us before shipping.

Q5: How long does shipping from Malaysia to New Zealand take?

  • Aramex: Approximately 3–7 business days (may be delayed by customs inspections)
  • Pos Laju EMS: Official reference 2–4 business days; actual delivery may take 7–15 business days or longer
We cannot guarantee or influence transit times.

Q6: What happens if my parcel is held by New Zealand Customs?

New Zealand Customs will contact the recipient directly to request documentation or payment of duties. Ebaoguo cannot intervene, provide customs documents, or pay on your behalf. If the recipient fails to respond in time, the parcel may be returned or destroyed — all resulting costs are the customer’s responsibility.

Q7: Why can’t I send liquids via Pos Laju EMS?

Pos Laju EMS is an air postal service. Aviation safety regulations strictly prohibit liquids from being transported as airmail without special packaging and approval. Liquids risk leaking during transit, creating a safety hazard. If you need to ship liquid products, please contact us to check whether Aramex may be suitable.

Q8: Is there insurance? What’s covered?

  • Insurance is optional — 5% of declared value, minimum premium RM$30
  • A valid proof of purchase is required; must be purchased before dispatch
  • With insurance — maximum payout for total loss: RM1,000 per shipment
  • Without insurance — maximum compensation for total loss: RM150 (including freight)
  • Insurance does not cover damage, partial loss, customs seizure, or deterioration

Q9: What is an ODA surcharge and does it apply to me?

For the Aramex route, if the delivery postcode is classified as remote or rural, an Out of Delivery Area (ODA) surcharge applies automatically. You can check at the time of quote. Pos Laju EMS has no remote area surcharge — same rate to all New Zealand addresses.

Q10: Can I send my personal belongings or used items?

Yes — clothing, shoes, books, non-battery household items, and similar general goods are generally fine on both routes. Make sure nothing on the prohibited list is included and declare everything accurately. Note that insurance does not apply to personal or second-hand items.
